Project Description

Work is underway on 149 units of affordable housing in Southwest Portland. Todd was selected to build the four-story, wood-framed housing complex for Innovative Housing Inc. An additional unit will be designated for the building’s manager.

The complex sits on the former site of Barbur Rentals on Barbur Boulevard across the street from a Safeway grocery store and near the Barbur Transit Center.

The community will include common area outdoor decks on the second and fourth floors; two large community rooms for after-school programs or other on-site programming; and space for service partners, resident services office and management. There will be generous outdoor space with a large central courtyard and half-court basketball area. It will also have laundry rooms and indoor bike storage.

More than half of the units will be two bedrooms with one-third having one bedroom. The remainder will have three or four bedrooms. The apartments will be set aside for those making between 30 percent and 60 percent of the area’s median income.

The goal is to achieve Earth Advantage Gold for the building. The project received funding from the Portland Clean Energy Fund and the Metro Housing Bond.

Service partners involved in the project include:

  • Islamic Social Services of Oregon State
  • Black Parent Initiative
  • Immigrant and Refugee Community Organization
  • Somali American Council of Oregon
  • Neighborhood House
  • The Community Services Network

The complex sits among an immigrant and refugee community, specifically Muslim and East and North African households. The city’s largest Mosque is located nearby.

This is the second new affordable housing project Todd has built for IHI. The other is the Anna Mann East Building on the edge of the Laurelhurst neighborhood.
